The bottom number, or the diastolic pressure, measures the pressure within the blood vessels in between beats, when your heart is temporarily at rest.

Among the two the diastolic is seen as more critical. If your bottom number is above 80 when your heart is at rest then it means extreme pressure is given to your vessels. With high blood pressure the rate of rush at which the blood leaves the heart next might be fatal.
